At Troops Need Roofs, we deliver hands-on, no-cost roofing solutions to veteran families across Austin, Texas, and surrounding communities who are struggling with housing challenges they cannot overcome on their own. Our mission is simple yet powerful: ensure every veteran in our area has safe, reliable shelter — with nothing asked in return.

From gathering quality materials to deploying skilled volunteer teams, every project we complete reflects our deep respect, professional excellence, and unwavering commitment to those who served our nation. Stephen B. Moffitt
Chairman

Stephen B. Moffitt serves as Chairman of the Board for Troops Need Roofs, bringing a lifetime of leadership, service, and advocacy for veterans and military families. A veteran of both the United States Army and United States Navy, including service as a commissioned officer, Stephen has dedicated much of his career to supporting those who have served our nation and strengthening the military community.

As President and CEO of Mottco Roofing & Construction, Stephen co-founded Troops Need Roofs alongside Executive Director Steven J. Coon, transforming a shared passion for veteran support into a nonprofit organization focused on providing safe, secure housing and critical home repairs for veterans, active-duty service members, and Gold Star families facing hardship.

Drawing on more than 25 years of business leadership experience, Stephen leverages extensive relationships across the military, construction, and business communities to advance the organization's mission. As a result, he plays a key role in building strategic partnerships, securing resources, and creating opportunities that directly benefit veterans and their families. Furthermore, his leadership helps ensure that every project reflects the organization's commitment to service, accountability, and excellence.

As Chairman of the Board, Stephen provides strategic direction, governance oversight, and long-term vision for Troops Need Roofs. Guided by a belief that every veteran deserves dignity, support, and a safe place to call home, he remains committed to expanding the organization's impact throughout Central Texas and beyond.

Steve Coon
Executive Director

Steven J. Coon serves as Executive Director of Troops Need Roofs, a Central Texas nonprofit dedicated to helping veterans and military families secure safe, stable housing through critical roofing assistance, home repair support, and community partnerships. In this role, he provides strategic leadership, oversees organizational growth, and works to ensure that every veteran knows they matter and has access to meaningful support and resources.

Drawing on more than two decades of leadership experience in both military and civilian sectors, Steven has held key positions including Human Resources Manager for the Army National Guard Professional Education Center and Company Commander responsible for the care, rehabilitation, and development of wounded soldiers. As a result, he developed extensive expertise in organizational leadership, operations management, workforce development, and mission-focused team building.

Known for his integrity, accountability, and servant-leader approach, Steven has helped build Troops Need Roofs into a trusted resource for veterans throughout Central Texas. Furthermore, he has established strong relationships with community organizations, industry partners, and veteran advocates to expand the organization's reach and increase support for those in need. His leadership philosophy centers on collaboration, responsible growth, and preserving the dignity and well-being of every veteran served.

Steven holds a Master of Arts in Human Resource Management and a Bachelor of Arts in Leadership. In addition, he is a certified Army Master Resilience Trainer, bringing specialized expertise in leadership development, resilience, and organizational effectiveness. Consequently, his unique combination of military service, executive leadership, and passion for veteran advocacy continues to strengthen the mission of Troops Need Roofs and expand its impact across Central Texas.

Dr. Tresia Eaves

Dr. Tresia Evans
Board Member

Dr. Tresia Eaves earned a Bachelor of Science in Computer Science from Baylor University, a Master’s degree in Human Relations–Organizational Behavior from the University of Oklahoma, and a Ph.D. in Information Science from the University of North Texas. Throughout her career, she has demonstrated a steadfast commitment to leadership, education, innovation, and community service.

In addition to her academic and professional achievements, Dr. Eaves has held numerous leadership roles within nonprofit and professional organizations. She has served on the Texas Regional Advisory Board for NPower and held key positions within the Project Management Institute (PMI), including President of the Fort Worth Chapter and President of PMI’s Information Systems Specific Interest Group, which supported more than 17,000 members worldwide. Furthermore, she currently serves as Director of Community Outreach for the PMI Coastal Bend Chapter, where she continues to foster professional growth and community engagement.

Dr. Eaves is also the author of Above and Beyond: The Secrets of Outstanding Project Leadership and has published research and articles on leadership, workforce development, customer service, and the value veterans bring to the workplace. As a result, she has become a respected voice in both the technology and leadership communities, drawing upon decades of military and civilian experience.

Prior to her executive and academic leadership roles, Dr. Eaves served on active duty and in the United States Air Force Reserve from 1992 to 2000. During that time, she supported AWACS operations at Tinker Air Force Base in Oklahoma and NATO AWACS missions in Germany. Additionally, she contributed to operations enforcing no-fly zones over Iraq and supporting NATO missions during the Bosnian conflict.

As a member of the Troops Need Roofs Board of Directors, Dr. Eaves brings strategic leadership, technology expertise, and a deep commitment to veteran advocacy. Consequently, her unique combination of military service, academic achievement, executive leadership, and community involvement helps strengthen the organization's mission of supporting veterans and military families throughout Texas.

Board Member

Neal Litton is a financial professional, veteran advocate, and former military officer whose career reflects a steadfast commitment to leadership, service, and helping others achieve long-term success. He currently serves as a Financial Representative with Modern Woodmen of America, where he helps individuals, families, business owners, and veterans develop strategies for wealth management, retirement planning, financial protection, and long-term financial security.

Following his military service, Neal built a successful career in the financial services industry with respected organizations including USAA, Charles Schwab, and Western & Southern Life. Throughout his career, he has earned a reputation for providing trusted guidance, investment planning, and client-focused financial solutions. As a result, he has helped countless clients navigate complex financial decisions while preparing for a secure future.

Before transitioning into the financial sector, Neal served with distinction in the U.S. Army Corps of Engineers, holding leadership positions including Assistant Operations Officer and Executive Officer. Through his service, he developed the discipline, accountability, and strategic leadership skills that continue to guide his professional and community involvement. In addition, his military experience provides him with a unique understanding of the challenges and opportunities facing veterans and military families.

A passionate supporter of the veteran community, Neal has served as Post Commander of Frisco VFW Post 8273, supported Iraq and Afghanistan Veterans of America (IAVA), and represented veterans as a Memorial Day speaker for the City of Frisco. Furthermore, his ongoing advocacy reflects a deep commitment to honoring those who have served and strengthening veteran support networks.

Neal earned a Bachelor of Science in Agriculture from Texas A&M University and an MBA from the University of Phoenix. As a member of the Troops Need Roofs Board of Directors, he brings financial expertise, strategic insight, and servant leadership to the organization. Consequently, his unique combination of military service, financial knowledge, and community engagement helps strengthen the mission of Troops Need Roofs and expand support for veterans and military families across Texas.

Board Member

Sara Ann Todd serves on the Board of Directors for Troops Need Roofs, supporting the organization's mission to provide housing stability, community support, and critical resources to veterans and military families in need. Through her leadership and professional expertise, she helps advance initiatives that strengthen communities and improve the lives of those who have served our nation.

As the Founder and CEO of Leadership Investments LLC, Sara Ann works with healthcare organizations, business leaders, and teams to develop stronger cultures, improve organizational performance, and build sustainable leadership practices. Her work is grounded in the belief that effective leadership creates lasting positive outcomes for individuals, organizations, and the communities they serve.

Drawing on more than 20 years of experience across healthcare, military service, government, and the private sector, Sara Ann brings expertise in organizational strategy, workforce development, operational leadership, executive coaching, and change management. In addition, her service as a combat medic in the United States Army provides firsthand insight into the challenges facing veterans, service members, and military families. As a result, she remains deeply committed to veteran advocacy, mentorship, and leadership development.

Sara Ann holds a Doctorate in Healthcare Administration, master's degrees in Healthcare Administration and Public Administration, and a bachelor's degree in Human Development and Family Sciences. Furthermore, she is an Associate Certified Coach (ACC) and a Lean Six Sigma Black Belt, combining advanced education with practical leadership experience and operational excellence.

As a member of the Troops Need Roofs Board of Directors, Sara Ann helps strengthen organizational strategy, community partnerships, and veteran outreach efforts. Guided by service, accountability, and a passion for helping others succeed, she is dedicated to creating meaningful opportunities and lasting support systems for veterans and their families.

Melva Rivera Perez
Board Member

Melva R. Perez is a retired U.S. Army officer, community leader, and dedicated advocate for veterans, military families, and education. Throughout a distinguished military career spanning nearly 30 years, she served in key leadership positions including Battalion Commander, Inspector General, and Operations Officer. In these roles, she led thousands of Soldiers while consistently demonstrating the Army values of service, integrity, accountability, and excellence.

Following her retirement from military service in 2023, Melva continued her commitment to serving others through veteran advocacy, educational initiatives, and community engagement across Texas. As a result, she has become a respected voice for strengthening communities, supporting families, and creating opportunities for future generations. Her passion for public service continues to guide both her leadership and volunteer efforts.

Melva holds a Master of Arts in Management, a Master of Arts in Public Administration, and a Bachelor of Science in Occupational Education. Combined with decades of military leadership experience, her educational background provides a strong foundation in strategic planning, organizational development, workforce leadership, and mission-focused decision-making.

As a member of the Troops Need Roofs Board of Directors, Melva brings extensive leadership expertise, operational experience, and a deep understanding of the challenges facing veterans and military families. Furthermore, her servant-leader approach helps guide the organization's mission, governance, and community outreach efforts. Wesley West
Board Member

Wesley “Wes” West is a Texas attorney, military leader, and community advocate whose career has been defined by service, leadership, and integrity. As a Lieutenant Colonel in the United States Army Reserve, Wes has served for more than 30 years in the U.S. Army, Army National Guard, and Judge Advocate General’s Corps (JAG). Throughout his distinguished military career, he has led teams of attorneys, advised senior military leaders, and provided legal counsel on complex operational and administrative matters. In addition, his deployments to Afghanistan and Kuwait further strengthened his ability to lead under pressure and navigate high-stakes challenges with professionalism and precision.

Building upon his military experience, Wes earned his Juris Doctor from South Texas College of Law and later completed a Master of Laws (LL.M.) in Military Law with a concentration in government contracting. As a result, he developed specialized expertise in government contracting, security clearance matters, military administrative actions, and legal issues affecting veterans and service members.

Since entering private practice in 2006, Wes has earned a reputation for skilled advocacy, sound judgment, and client-focused representation. His legal practice serves a diverse range of clients, including small businesses, government contractors, landowners, veterans, active-duty military personnel, and their families. Furthermore, his broad legal experience allows him to provide practical solutions while advocating effectively on behalf of those he serves.

Beyond the courtroom, Wes remains deeply committed to public service and community engagement. Through volunteer leadership roles, including service as a school board trustee, he has consistently demonstrated a dedication to strengthening local communities and supporting future generations. Likewise, his commitment to veterans and military families continues to guide his professional and community service efforts.

As a member of the Troops Need Roofs Board of Directors, Wes provides valuable legal insight, strategic leadership, and governance expertise. His military background, legal acumen, and servant-leader mindset help support the organization's mission of providing critical housing assistance and support services to veterans and military families in need. SM Sharp

Roy Sharp
Board Member

Roy Sharp is a retired Command Sergeant Major whose distinguished military career spans more than 36 years of service in the United States Army, including over 20 years on active duty. Throughout his career, he held positions of increasing responsibility, where he led, mentored, and developed soldiers while supporting critical missions both at home and overseas. As a result, he earned a reputation for integrity, accountability, and an unwavering commitment to the success and well-being of those under his command.

In addition to his leadership responsibilities, Roy managed the readiness, accountability, and deployment of millions of dollars in equipment and resources. At the same time, he oversaw the training, professional development, and welfare of thousands of soldiers and their families. Consequently, he developed a deep understanding of the challenges facing veterans, active-duty service members, and military families, as well as the importance of strong leadership, teamwork, and mission readiness.

Today, Roy brings that experience and perspective to his role on the Troops Need Roofs Board of Directors. As a veteran advocate and trusted leader, he helps guide the organization’s strategic planning, governance, and long-term growth. Furthermore, his servant-leader approach ensures that the needs of veterans remain at the forefront of every decision, program, and initiative.

Through decades of military service and continued community involvement, Roy has demonstrated a lifelong commitment to serving others. His leadership, operational expertise, and dedication to veteran support make him a valuable asset to Troops Need Roofs as the organization works to provide safe housing, critical home repairs, and lasting support for veterans and military families across Texas.

Secretary of the Board

Ethan Pimentel serves as Secretary of the Board of Directors for Troops Need Roofs, a veteran-focused nonprofit dedicated to providing roofing assistance, home repairs, and housing support to veterans, active-duty service members, and military families in need.

Currently pursuing his education at Austin Community College, Ethan combines strong analytical skills, attention to detail, and a commitment to continuous learning. At the same time, he is gaining valuable hands-on experience alongside industry professionals at Mottco Roofing & Construction, where he continues to develop expertise in residential and commercial roofing, project estimation, construction operations, and resource management.

As a member of the Board of Directors, Ethan contributes to organizational planning, governance, and community outreach initiatives that help expand the impact of Troops Need Roofs throughout Central Texas. Through these efforts, he helps support the organization's mission while ensuring veterans receive the quality workmanship, respect, and support they have earned through their service.

Known for his integrity, reliability, and strong work ethic, Ethan represents the next generation of leadership within both the construction industry and the veteran nonprofit sector. Furthermore, his dedication to professional growth, community service, and continuous improvement reflects his commitment to making a meaningful difference in the lives of others.
